Unfortunately, anime compromises a lot of story information from manga for the sake of 12ep seasons, thus many things are just not addressed. I gave up on anime after about half of the first season, so I'll use manga to explain. In a nutshell, Yomo intervened to save Touka because he did not want her to be murdered. Some fans assume Touka was replaced by a shapeshifter like Uta, although the question is in line with the heroine's outspoken demeanor.
